This media file is in the public domain in the United States. This applies to U.S. works where the copyright has expired, often because its first publication occurred prior to January 1, 1929, and if not then due to lack of notice or renewal. See this page for further explanation.
This image might not be in the public domain outside of the United States; this especially applies in the countries and areas that do not apply the rule of the shorter term for US works, such as Canada, Mainland China (not Hong Kong or Macao), Germany, Mexico, and Switzerland. The creator and year of publication are essential information and must be provided. See Wikipedia:Public domain and Wikipedia:Copyrights for more details.
This image from the Xrmap flag collection (source: flags-2.6-src.tar.bz2). The README file in that collection says of the SVG flags "We release them in the public domain".

That is not the correct way to ad a border to images. That should be done when the flag is placed on a page and not here. Reverted to version as of 19:25, 31 May 2022 (UTC)
Connected lines where their were breaks, tapered some line (fingers, toes, feathers, chins) some simple refinements, changed the eagle to the color found here: https://dos.ny.gov/new-york-state-emblems
Took the original file (pre 2020 change), and just made the 2020 change to it. This way we keep the file in the same style as it used to be (and matches the correct colors as defined by New York State). The variant that was thrown on there is just the proposal flag from when Cuomo made his first suggestion to add E Pleribus Unun to the seal.
