Those States were required to hold conventionswhich should form new State Constitutions, repealtheir ordinances of secession, and ratify a ThirteenthAmendment to the Constitution of the United Statesproviding for the complete abolition of slavery.^ ThePresident assured them that when this was done theyshould be at once restored to all their original rightsin the Union. The seceded States complied with therequired terms and elected senators and representa-tives to Congress. 3. But when Congress met in December, 1865, theRepublican majority refused to admit the Southernmembers unless their States would ratify a Four-teenth Amendment, making citizens of the negroes andfixing political disabilities on every one who had everheld a State or a Federal office and afterwards sided withthe Confederates.
