Jim Ott was born in [[Milwaukee]], [[Wisconsin]], and graduated from Milwaukee's [[Washington High School of Information Technology (Milwaukee, Wisconsin)|Washington High School]] in 1965.<ref name="legis"/> He earned his [[Bachelor of Science|bachelor's degree]] from the [[University of Wisconsin–Milwaukee]] in 1970, and then joined the [[United States Army]].
