The Department exists to assist the Minister in carrying out their functions, rather than the Minister holding a position within the Department. Legally, the Department is an emanation of the Minister. If a person wants to sue a Department, for example, they issue the proceedings against the Minister rather than the Department. undo Tags: Mobile edit Mobile web edit Advanced mobile edit
