Energy produced, not temperature
The temperature doesn't determine the effectiveness of a heat source, it's the energy produced (in Watts or BTU). Eventually all of the heat get deposited into the room (and ultimately outdoors as it leaks though the insulation). Also, the temperature cited for hot water heating is the desired temperature of the water, not the heating device. I don't think the information in the cited source was properly vetted.
