Static Shock is an animated series based on Static, a comic book series by Milestone Comics (an independently-owned imprint published by DC Comics). Static Shock was also made into a Game Boy Advance game by Vicarious Visions.

Story

The title character of the series is Virgil Hawkins, an African-American high school student in the fictional city of Dakota. As a result of accidental exposure to an experimental mutagen, he gained electromagnetic powers, and - being a comic book fan - used them to become a superhero. He meets a number of other super-powered individuals over the course of the series, many of whom received their powers in an event known as the Big Bang. As a result, superheroes and supervillains on the show are often referred to as "Bang-Babies."

The series stars Phil LaMarr as the voice of Static. Dwayne McDuffie, founder of Milestone and Static's creator, has retained a substantial amount of control over the series' plot and characterization, and has written several episodes. Many of the episodes adapt of story elements from the comic books. There are also references to other Milestone comic books, most notably Blood Syndicate, from which several of the "Bang-Babies" are drawn. Recurring adversary Edwin Alva Sr. is based on a character from Hardware, and the Freeman Community Centre is named after one of the central characters of Icon.

Trivia

The Tv Series contains numbers of referances towards the writers, directors and the producers through-out the episodes. Early in the TV series - as in the comics - the city of Dakota was explicitly not located in the DC Universe, and the DC universe characters were in fact fictional characters to the Dakota characters, most notably when Virgil remarked that "even Clark Kent had a day job" in the second episode.

However, it later featured guest appearances by characters from other DC animated series, including Batman: The Animated Series and Justice League. Returning the favor, an aged version of Static was later featured in the season 1 finale of Justice League Unlimited.

Other guest characters have included real-world individuals (voiced by themselves) such as basketball player Shaquille O'Neal and recording artist Lil Romeo, who also sings the theme song for the final two seasons of the show.

Characters

Heroes

  • Static (Virgil Ovid Hawkins) - The title character. He has the power to control and produce electromagnetic energy in a wide variety of manifestations, limited only by his knowledge & imagination. He is named for the first black American to go to law school (who was himself named for the Greek/Latin poets Virgil and Ovid).

  • Gear (Richard 'Richie' Osgood Foley) - Virgil's best friend and confidant. Richie Foley only becomes Gear in the animated series, he played a much smaller part in the comics, in the animated version he was the one who suggested Virgil become a superhero. Later on in the series, he gains enhanced intelligence from a delayed reaction to the Big Bang and becomes Static's sidekick, "Gear".

  • Rubber-Band Man (Adam Evans) - A living and stretching mass, Adam can reshape himself into anything. He was defeated by Static, and in the cartoon, subsequently reformed; occasionally helping out Static and the police, after doing his time in jail. It is public knowledge that Evans is Rubber-Band Man. Evans is also a talented musician, and often dates Virgil's sister, Sharon. His name is a reference to former Milestone writers Adam Blaustein and Yves Fezzani, who created the RubberBand Man before leaving comics.

  • She-Bang (Shanice Vale) - Shanice was genetically engineered in a lab to have enhanced strength and agility. Two of the scientists in the lab fell in love with her and sneaked her home. Throughout her life she was pursued by agents from the lab, who wanted to recapture her (her jaunts as She-Bang proving that she was worth reclaiming and cloning).

  • Anansi the Spider - Anansi the Spider is a hero native to Ghana. Anansi has the power to create visible, realistic illusions. He was granted this power by an ancient small golden spider. Named after Anansi the Spider, the trickster of African folklore.

  • Time-Zone (Nina Crocker) - Nina Crocker was a Bang-Baby with the ability to warp time, allowing her to travel into the past. After history was almost changed by Ebon, Nina decided that her powers were too dangerous to keep, and went back in time to stop her past-self from being present at the night of the Big Bang. Time-Zone's powers were based on those of Flashback, a character from Blood Syndicate.

Friends and Family of the Heroes

  • Robert Hawkins - A social worker, Robert runs the Freeman Community Centre as head counsellor. A widower and the father of two children, Sharon and Virgil, Robert Hawkins is a man of a caring, protective and inquistive nature, as well as a strict, but understanding father. He dislikes gangs and the destructive attitudes of most Bang-Babies, he has even belived that Static whould also turn into a criminal. Robert Hawkins appears in almost every episode over the series. In the episode "Kidnapped", he finaly figures out that Static and his son Virgil are one and the same after being abducted as a hostage by Omnara, a supervillain who knew Static's secret identity.

  • Sharon Hawkins - Sharon Hawkins is Virgil Hawkins' older sister. She is a strong-willed, caring young woman. She still lives at home, attends college and volunteers at a hospital. Sharon and Virgil fight mainly about the chores, her cooking, and other things make for a hard relationship. In "Brother-Sister Act", Sharon had noticed how similar Static and her brother Virgil really are. Rather ardent to prove they are one and same, she takes Virgil to a Basketball Game and reveals what she knows: "Sooner or later, Virgil, you're going to change into Static, and I intend to be right there when you do".

Villains

  • Hot-Streak (Francis Stone) - As a vicious high-school bully, Francis "F-Stop" Stone repeatedly tormented Hawkins until Hawkins decided to take revenge and kill Stone. Hawkins obtained a gun and went to the Big Bang intending to shoot Stone from afar, so as to have it look like a random accident, but discovered that he could not bring himself to commit murder. Before he could flee the scene, however, Hawkins was exposed to the Big Bang's mutagenic effects. Thus, Hot-Streak is indirectly responsible for Static's existence. Hot-Streak has pyrokinetic abilities.

  • Ebon (Ivan Evans) - Appears only in the animated series. He is the older brother of Rubber-Band Man and a gang-banger before the Big Bang. He is a mass of living shadow, and can slide up walls, under doors, and through small cracks. He can also make shadow portals to teleport things through. Ebon tries to recruit other Bang-Babies into his gang, the Meta-Breed, and really only sees them for their powers.

  • Talon - Appears only in the animated series. Talon's real name is Teresa. She is a teenaged girl who has turned into teenaged girl-bird and is bitter about it. She is covered in orange feathers, has claws and talons, and can fly; plus, she can emit a destructive hyper-sonic shriek from her mouth, like a Harpy. Talon was one of a number of Bang-Babies to be returned to normal.

  • Shiv - Appears only in the animated series. Shiv is the jokester in the Meta-Breed. He can generate "light-energy", which he can blast at opponents, and which he can use to fashion Light-Energy weapons - he can hold them, throw them or fashion them around his arms and hands. Shiv is based on the character Plus from Milestone's Shadow Cabinet series (Plus herself was inspired by Green Lantern). Shiv was one of a number of Bang-Babies to be returned to normal.

  • Carmen-Dillo - A human mutated into an armadillo-like form, Carmen-Dillo possesses a bulletproof hide and can be launched like a projectile. This Bang Baby lived in garbage cans and generally stole food. At one point he was accompanied by a dog-like Bang Baby (a reference to the Blood Syndicate character Dogg). Carmen-Dillo has worked with the Meta-Breed and the Meta-Men, but mostly seen as a solo Bang-Baby.

  • Specs and Trapper - Appear only in the animated series. Specs and Trapper are two young geniuses who were originally funded by Edwin Alva Sr. to capture Static alive for study. After their attempts to capture Static failed spectacularly, Alva fired them; they returned several times to attempt revenge on Alva and on Static.

  • Omnifarious (Edwin Alva Jr.) - After being shunned so many times by his father, Edwin Alva Sr., he stole amounts of the Big-Bang mutagen gas (Quantum Juice or Quantum Vapour), altered them and used them to gain alternate, but temporary meta-human powers, and renamed himself Omnifarious. He destroyed parts of his father's business before his father found out who he was. In the end, he combined all the samples of his altered Big-Bang Gas to use all those powers to destroy the main Alva Industries building. Instead, combining them turned Omnifarious into a body of stone. Omnifarious was the first villain to learn Static's real identity. Some time later, Alva Sr. was finally able to restore his son with the help of Static, Gear, and Hot-Streak.

  • Slip-Stream - Slipstream, also called Heavy-C, was able to generate powerful aerokinetic, winds and twisters to keep himself and items aloft in mid-air, and used this ability for theft. Slip-Stream was one of the numbers of Bang-Babies to be returned to normal.

  • Puff - A mass of living gases. She is capable of retaining her normal form. By converting to a gaseous state, throwing gas from her hands or by exhaling acid fumes (Puff-Darts), she can dissolve objects, but the gas can be acidic or Knock-Out gas, depending on her mood. In the comic book, her partner is a Bang Baby called Coil, who had telekinetic power over ropes; in the cartoon, as a bounty hunter, her partner is a Bang-Baby called Onyx.

  • Onyx - Appears only in the animated series. Onyx has always been seen teamed up with Puff. A man made of living stone, with stone's strength and durability. Onyx does ask questions but he also follows Puff's orders.

  • Replay (Johnny Morrow) - Johnny was a former child-actor who used his ability to generate "energy-clones" to commit crimes. In his first encounter with Static, they fought, and in an explosion created an energy clone of Static, with Static's powers. He had the clone stealing for him and left the real Static being hunted by the police, who thought that Static had turned into a criminal. When Static finally proved he was innocent, he managed to shock Replay, which made all the energy clones disappear. Replay is based on the character Reprise, a super-human mercenary from Milestone's series Hardware.

  • Boom - His real name is Byron and he gave himself the name Boom after the stepping in a spill from the Big Bang. Boom has the ability to generate and direct high-decibel sound from a speaker on his chest - strong enough to shatter targets to dust. Boom came from a well-off family, but when both his parents died, him and his little sister were taken in by their grandmother. Byron hated living in a run-down apartment; when he got his powers, he renamed himself Boom, and his sister Mirage; he decided to steal a lot of money so that he could get a better place to live. In the end, he was captured by Static who had help from Mirage. He is based on Boom-Box, a spurned rapper from the original Static comic book. Boom was one of the numbers of Bang-Babies to be returned to normal.

  • Hyde - He led a Bang-Baby gang called the Ruff-Pack. He is physically mutated with thick folded skin, making him tougher and stronger. Hyde led his Ruff-Pack in a variety of robberies and other crimes, but every time the Ruff-Pack stole anything, Static would appear and foil their attempted thefts. Hyde managed to grab off a piece of Static's coat, and made Ferrett track down Static for some payback; the Ruff-Pack tailed Static down to a party at a hotel, and then to a old community centre. Static defeated Hyde by encasing him in magnetized scrap metal.

  • Ferrett - He was a member of the Ruff-Pack. Ferrett is physically mutated; his jaw sticks out and he has an enhanced sense of smell and taste; he is always thinking of food. The Joker wanted Ferrett to join the gang of Meta-Humans he had gathered together; when Ferrett refused, the Joker gassed him. Later, Ferrett was administered an antitoxin for the Joker's laughing gas. Ferrett was one of the numbers of Bang-Babies to be returned to normal after he had teamed up with Kangorr.

  • Kangorr - Also a member of the Ruff-Pack, Kangorr is physically mutated; the muscle mass in his legs have increased. With these he has super-developed legs, like a kangaroo's, he can stomp through the ground or floors, and leap great distances. After the Ruff-Pack he was in the Joker's gang; after that he was in the Meta-Breed, having known Ebon before the Big Bang. In the episode, "Power Outage", Kangorr was one of the numbers of Bang-Babies to be returned to normal suddenly while he was robbing a store.

  • Aqua-Maria - A living mass made of animated water. She was first seen in "Bad Stretch" stealing from a racing track - her initiation into the Meta-Breed. She shorted out Static, but was captured by Rubber-Band Man. She was broken out of jail by Ebon and stopped by Static using electrolysis. She was later seen in "Wet and Wild" in season 4; she worked with Hot-Streak. After being frozen and captured by Static and Gear, Aqua-Maria was the first Bang-Baby to be changed back to normal. Based on a character from Blood Syndicate.

  • Royce Axelrod - Appeared only in "Pop's Girlfriend". This young man was always known as a troublemaker, with a record of shoplifting. One day on the subway, Royce and his friend Frankie stole a metal suitcase; after Royce discovered what the vials of "Purple Stuff" in the suitcase were (that it was the Big-Bang Gas, and that it was what turned F-Stop into Hot-Streak) smells some. The day after, Royce came to school - bigger and taller than before; and during a history exam, Royce suddenly mutated into a Bang-Baby of a deformed form and super-strength and freaked out. The fire alarm was set off and everyone in the school flocked out, and Royce was found in the auditorium by Static and two police officers; Static restrained Royce in the arms of a school statue.

  • Madelyn Spaulding - She was a Bang-Baby at Dakota Union High School when her Meta-Human ability of mind control manifested. She used it to win the election for the Freshman Class President, but was unable to control Static. When she tried to take control of Static's mind he shocked her, and she ended up in a hospital room. After she recovered, she had to get a job because she was expelled. She later learns she has telekinetic powers. Madelyn then dons a multi-coloured outfit and breaks Ebon, Talon, and Hot-Streak out of jail. They were all put into jail by Static and Gear, with the help of She-Bang. Madelyn was the second villain to learn Static's real identity.

  • Rag-Tag - An old homeless man who was present in an alley near the docks during the Big Bang, Rag-Tag had the power to grant super-powers to normal people, and to remove them. He was based on the Dickens character, Fagin. He tried to completely drain Static's powers and was hit back by Gear. While chasing Richie around the rooftop he lived on, Rag-Tag fell off the rooftop and fell into a dumpster.
  • Run and Jump - They are not Bang-Babies, they were given their powers by Rag-Tag; Run has Super-Speed, and Jump has Teleportation. They would steal valuables for Rag-Tag in exchange for their powers, and continued to steal for more recharges. They were both taken down by Static outside a museum they were about to rob. Run & Jump both appeared once in the comic books in Static #36.

  • Replikon (Marvin Roper) - As a Bang-Baby, he was a metamorph, allowing him to transform into anyone at any time. These powers also allowed him to change his atomic structure into any organic or inorganic compound. He wanted to write music but his music was bad, so he tried to ruin the music career of Adam Evans (Rubber-Band Man) by kidnapping and imitating A. J. McLean of the Backstreet Boys to steal away a music deal. Replikon is likely to be an adaptation of Masquerade of the Blood Syndicate.

  • Tamara Lawrence - Tamara could turn into a large, super-strong beast, but her eyes and ears were sensitive to light and sound, respectively. Her boyfriend was Marcus Reed before he broke up with her, before the Big Bang. She was accidentally caught in the Big Bang when she tried looking for him. After the Big Bang, she attacked certain people as a monster to put Marcus under suspicion. Tamara's ability to change into a monster is a possible reference to Kevin Franklin/Payback of the Shadow Cabinet. Tamara is one of the Bang-Babies that returned to normal.

  • Star-Burst - His real name was Brandon, and he was not a Bang-Baby but used his background knowledge in physics to build tools to absorb energy attacks to ruin a show produced by Bernie Rast, his boss, because Rast would not read his screenplay. Static and Gear managed to figure out he was not a Bang-Baby, and cut off his power supply.

  • Leech - A Bang-Baby with the power to absorb the powers of other Bang-Babies by using the "suckers" on the palms of his hands resembling the mouths of actual leeches (to quote Static creator Dwayne McDuffie, "Leech is not a reference to Morbius. He has suckers because leeches have suckers"). Leech kidnapped Ebon, Hot-Streak, and Talon to steal their powers. Leech also wanted Static's power and he also tried to steal Gear's.

  • Dr. "Heavyman" Koenig - This Doctor was conducting experiments on energy-absorption; his experiments on absorbing energy went wrong - transforming his body into a living rock, able to absorb anything, gaining mass and energy. After his accident, not wishing to remain a living rock, he kidnapped Doctors Jonathan and Dolores Vale (She-Bang's creators/parents) so he could make them work on a cure for his condition. They were forced into stealing the necessary components they needed for the regenerative process to restore Dr. Koenig. He fitted collars around their necks that would inject them with poison; the collars were activated by a remote and only the doctor knew the code that released the collars. In the end, when the cure did not work, he tried to kill Jonathan and Dolores, and went after Static. Dr. Koenig eventually absorbed too much and was rendered immobile.

  • Speed-Warp (Eddie Felson) - He is not a Bang-Baby, but worked as an intern for Dr. McDonald, until he stole Dr. McDonald's time manipulator, a device that can speed up or slow down the movement of the wearer, allowing them to move in "Hyper-Time". Moving at such speeds he could steal anything easily and not be caught; only to be seen as a blur. Speed-Warp was the third villain to learn Static's real identity, but is currently stuck moving slower than everything else. (His name is a reference to fictional pool shark "Fast Eddie" Felson, and Dr. McDonald's is a reference to John D. MacDonald, author of the time-manipulator novel The Girl, The Gold Watch, and Everything.)

  • Chainlink - He is a Bang-Baby, and his real name was Troy. Chainlink has metal tentacles on his back, which he could use to melt metal. Troy was friends with Dule Jones during the Big Bang. When Dule became a football player, Chainlink tried to blackmail Dule, threatening to tell everyone that Dule was a Bang Baby if he did not give him most of his fortune.

  • Tarmack - A Bang-Baby made of Living Tar. In the animated series Tarmack appears only in "Where the Rubber Meets the Road". Tarmack was paid by Specs and Trapper to steal a new fusion engine from Alva Industries. In the comic, Tarmack worked for Holocaust/Pyre - a pyrokinetic.

  • Omnara (Karen Roberts) - Appears only in the animated series. Karen Roberts worked for Edwin Alva Sr., trying to discover Static's real identity, and took the name Omnara when she was fired. Omnara paid Puff and Onyx to kidnap Robert Hawkins, so she could force Static to steal components she needed for another project of hers, Project Omni. Omnara was the fourth villain to learn Static's real identity.

Other Bang-Babies

  • D-Struct (Derek Barnett) - Derek Barnett was a school jock, who ran for the school's Track team. After his powers manifested - he generates a mass of pure ionic energy around himself; this can protect him from harm and can be thrown at targets - he was abducted by Ebon into the Meta-Breed. Renamed D-Struct, this new member confronted Static along with Talon and Shiv. Ebon wanted Static to join the Meta-Breed; instead Static tracked them down to their hideout and managed to convince D-Struct to go back home, then escaped from Ebon, Talon and Shiv. D-Struct then volunteered himself as a research subject for Bang-Baby research. D-Struct is based on a character who appeared in the Static and Hardware comics.

  • Dwayne McCall - After the Big Bang, Dwayne could make anything in his imagination real by changing something into something else, provided that he knew what it looks, acts and sounds/tastes/smells like, though he did not control it at first. Dwayne, who was only a little kid, fell under the influence of his step-brother, Aaron Price. Aaron found out about Dwayne's powers and talked him into doing things for him, and finally manipulated him into robbing a bank. Static stopped Aaron's influence over Dwayne by proving that Aaron was just taking advantage of him. Dwayne said that he did not know what to do so he was going to wait until he knew what the right thing was.

  • Tantrum (Thomas Kim) - Thomas never had any fun in life, because he was always pushed to be the best at school by his father. After the Big Bang, his anger and pent-up stress would cause him to transform into a large purple skinned, orange haired creature, driven by anger and stress, this creature (a deliberate reference to Marvel Comics' Hulk) had super-strength and was impervious to pain. After he lashed out at a school teacher that graded him 99/100 on a test, and came after Virgil Hawkins at his home (proving Virgil's and Richie's suspicions that Thomas was the creature), Virgil as Static confronted Thomas and let Thomas's 'tantrum' run its course. Thomas's parents were told that their son was a Bang-Baby so that they could help him with his stress.

  • Mirage - Mirage has special photokinetic powers, allowing her to generate visible, realistic illusions, by manipulating light into anything she can imagine or remember. Her older brother is Boom; their mother and father are dead, and their grandmother took them in. Mirage and Boom got their powers after stepping in a spill from the Big Bang. Mirage only agreed to help Boom steal lots of money to buy a new place to live for them and their grandmother to live. After talking with Static, Mirage helped stop her brother Boom from stealing. Mirage was then taken in by the department of child services.

  • Permafrost (Maureen Connor) - When her mother died, Maureen Connor became a homeless girl on the streets, and developed mental problems from the loneliness. After the Big Bang, she developed cryokinesis (manipulation of ice, Snow, Snow Storms, Icy Blizzards - able to form Ice in mid-air and she is unaffected by the cold, can move easily and quickly on or through Ice and snow, and her hair turned white and her skin light blue). She thought that her predicament would change, that things would get better for her, but they didn't. When she starts causing trouble with her powers, attracting Static's attention, he manages to calm her down and takes her to a local church for help. Permafrost is now in the church's homeless program.

  • Nails (Allie Langford) - After the Big Bang, she turned into Living Metal - giving her metal skin, super-strength, and the ability to turn her fingernails into indestructible claws. When she discovered she was changing she tried hide it, but her secret was discovered by accident. She found a website that offered help and treatment for Bang-Babies, and ran away to Gotham City, but the website turned out to be run by Poison Ivy and Harley Quinn. Static tracked Nails to Gotham City, then teamed up with Batman to find Nails and take her home. Poison Ivy and Harley Quinn talked Nails into helping them steal government gold bars in exchange for a cure, but after hijacking a cargo ship and taking the gold, Poison Ivy and Harley Quinn betrayed her and pushed her overboard. Batman and Static rescued her, then all three of them took care of Poison Ivy and Harley Quinn. Static convinced Nails to return home to her parents so that they could try and help her new-found condition.

  • Nightingale - Also called Gale. After the Big Bang, Nightingale became sensitive to sunlight; however she was able to create shadows and darkness - Dark Matter. Because of her deadly allergic sensitivity to light, Nightingale has to hide from the sun, along with others, under the ground. They were found and recruited by Ebon, who named them the Night-Breed. Ebon had them steal all the components needed to build a machine to create the same Dark Matter created by Nightingale, and spread it around the city allowing them access anywhere without fear of the sunlight. While in a confrontation with Static and Gear, Nightingale attacked Ebon - giving Static enough time to escape; Nightingale tried to escape from Ebon, who used a light to incapacitate her, but Static and Gear arrived and saved her. Nightingale informed Static and Gear about the Night-Breed, and Ebon's plan. In the end, Nightingale absorbed the Dark Matter intended to blanket the city; Static and Gear helped Nightingale, Brick-House, Fade, and Tech get out of the sunlight.

  • Brickhouse - Because of the Big Bang, her skin is as strong as brick. She is Nightingale's best friend, and like Nightingale, she has the same deadly allergic sensitivity to light, so she to has to hide from the sun. She was recruited into the Night-Breed by Ebon - though she never liked him or his attitude, but when it came to his plan to blanketing the city in Dark Matter to block out the sunlight, she went along with it, and helped to steal the components needed by Tech to build a Dark Matter Creator. When Ebon trapped Static, Gear and Nightingale, she freed them and turned on Ebon, Tech and Fade, stopping Ebon's plan. She is based on the character Brickhouse from Blood Syndicate (who had no sensitivity to light, but had her own problems).

  • Tech - After the Big Bang, he became a Super-Genius (like Gear); but he too developed a deadly allergic sensitivity to light, and also hid under the ground and was recruited into the Night-Breed. Tech was ordered to build a machine that created the same Dark Matter that Nightingale could make, to cover the whole city; and went with the Night-Breed to steal the components he needed. When Nightingale and Brickhouse sided with Static and Gear, he had to fight with them on Ebon's and Fade's side. After Ebon's plan was crushed, Tech decided to work on a cure for the Night-Breed's light-sensitive condition.

  • Fade - After the Big Bang, he learned he could pass through anything, but he also developed a deadly allergic sensitivity to light, and went into hiding under ground and was recruited into the Night-Breed. Believing that the city would never accept the way he was, Fade was right behind Ebon with his plan to cover Dakota in Dark Matter and block out the sunlight, and helped to steal all the components needed to build it. When Nightingale and Brick-House sided with Static and Gear, he fought on Ebon's side to stop all four from interfering. After Nightingale absorbed all the Dark Matter, Fade had to go back into hiding with the rest of the Night-Breed. Fade is based on a character from Blood Syndicate.

  • Dule Jones - He was friends with Troy/Chainlink as they were gang bangers in the same gang before the Big Bang. Present at the Big Bang, they both ended up with metal tentacles out of their backs (but Troy could also melt metal). After the Big Bang, Dule stopped living the life of a gang banger, wanting to play professional football; however Troy tried to blackmail him, threatenubg to tell the world Dule was a Bang-Baby if he wasn't given some of Dule's fortune. After Dule tried to lead Chainlink into a trap and failed to throw him into acid, Dule decided to confess his secret publicly, after a touchdown at a football game; but when he started talking, Chainlink suddenly arrived and attacked him. He fought back against Chainlink with help from Static, Gear and the other football players - showing the world that he was a Bang-Baby while defeating Chainlink. Dule's and Chainlink's metal tentacles are both references to the Marvel Comics supervillain Doctor Octopus.

  1. Shock to the System - After confrounting three crooks at a warehouse, Static flashes to the events from a few days beforehand; as Virgil Hawkins he was harassed by local school bully and gang leader Francis 'F-Stop' Stone and Wade, the leader of another street gang watching his back (preventing F-Stop before he can do real damage);Wade tries to press Virgil into joining his gang and later calls him down to the docks at night intending to take care of Virgil's 'F-Stop' problem - permanently. During a quick crossfire between the gangs and the police, Hazmat gas canisters are ruptured and they explode and a huge cloud of purple gas starts spreading everyware, breathed in by the gang bangers who were fighting - including Virgil. The next day Virgil discovers that he now has Electromagnetic powers and clues in his best friend Richie about them; Richie encourages Virgil to become a Super-Hero, and helps him put together a costume for crime-fighting. Back in the present, Static make himself known at his high school - delivering lab computers. Meanwhile Francis 'F-Stop' Stone after the gas explosion, is in a room in a hospital, starts burning up until he catches on fire and blasts his way out of the hospital and lands down on to the street.

Crossovers

In season 2's "The Big Leagues", Static meets Batman and Robin, and they fight the Joker together. Later, in the season 3 opener, "Hard as Nails", Batman and Static meet again, and Static says "So, Where's Robin?" to Batman, who answers "He's with the Titans."

Static then replies, "The who?" and Batman answers with "You'll meet them someday." This has caused many people to jump to conclusions for a Teen Titans/Static Shock crossover, although this has never happened. Static has already crossed over with Justice League and the Batman from Batman Beyond as well as the original Batman. Also, in a time-travel related episode of Justice League Unlimited, Static Shock does appear, as an older man.
