Samuel (Japanese: ソウタロウ Sōtarō), also known as Sam, is a recurring character in Pokémon the Series. He is the assistant of Pyramid King Brandon, and he also referees Brandon's matches.
History
Pokémon the Series: Ruby and Sapphire
Samuel debuted in Battling the Enemy Within!, where he refereed the match of Brandon and Ash, the latter of whom was then possessed by the King of Pokélantis. At one point, the king used Samuel as a human shield by forcing Sceptile to hide behind him as Brandon's Regirock was preparing to fire a Hyper Beam at it, but Brandon was able to stop Regirock in time.
Samuel later accompanied Brandon, who was searching for a rare Pokémon at the Fennel Valley ruins. Ash and his friends arrived at Fennel Valley, and Samuel refereed Ash's long-awaited rematch against Brandon in Overjoyed!. After Ash's loss, Brandon continued to search the ruins.
By Pinch Healing!, Samuel confirmed that Brandon had finally located the rare Pokémon, allowing for Ash to have another chance at the Brave Symbol. In Gathering the Gang of Four! and Pace - The Final Frontier!, Samuel refereed the battle between Brandon and Ash. Samuel almost awarded the victory to Brandon after Pikachu was frozen by an Ice Beam from Brandon's Regice. However, Pikachu was able to break free and eventually win the match, earning Ash his final Symbol and a place in the Battle Frontier Hall of Fame.
Pokémon the Series: Diamond and Pearl
Samuel appeared in A Pyramiding Rage!, where he was sent off with Maria to the Snowpoint Temple. In Pillars of Friendship!, Samuel alerted Brandon and Ash's group to the arrival of mysterious people at Snowpoint Temple, who were later identified as J and her crew. While Brandon, Maria, and Ash's group deal with the trouble down at the Temple, Samuel was ordered to repair one of the Battle Pyramid's broken motors.

Samuel is a reliable individual, often running errands on behalf of his boss Pyramid King Brandon. When refereeing, Samuel is particularly stern as he observes Brandon's matches, and he is quick to make his ruling judgments.
