 Keep: The picture is used on several Wikipedias, from az:Cənubi Azərbaycan bayrağı to uk:Прапори народів. If it's useful to those Wikipedias, then under COM:INUSE it's useful enough for Commons. --bjh21 (talk) 13:05, 1 May 2020 (UTC)[reply]
