This emblazonment of a coat of arms has been checked and appears after a search by another contributor to be the original and distinct work of the contributor, and thus is not a concern for copyright infringement. See Commons:Coats of arms for further information.
As of May 2020, no evidence could be found that this image has been copied from elsewhere, or should be removed from Commons. The only other found presence of this image is on heraldry-wiki, it seems that is an unattributed (and hence copyright-infringing) copy of this image, as this predates it by 8 years, with the original uploaded to Wikipedia in 2004.
This supports the original uploader claims: made by me in Inkscape.
