At the time of its opening in 1971, the section of expressway from [[Miyanogi Junction]] to Narita Airport was referred to as the Shin-Kūkō Expressway. However in 1979 the section from Miyanogi Junction to Narita Junction was renamed the Higashi-Kantō Expressway, and the Shin-Kūkō Expressway was reduced to its present status as a connecting road.

The route runs alongside [[Route 295 (Japan)|National Route 295]]. Tolls on the expressway are calculated at a rate 1.2 times the normal amount due to the high cost of constructing expressways in the greater Tokyo area.
