Add de-1901 as a language code for lexemes

Description

de-1901 is the language code for the German spellings prior to the 1996 reform

This would be used on lexemes like https://www.wikidata.org/wiki/Lexeme:L248793 where there would be one form with two spelling variants, "dass" (de) and "daß" (de-1901)

It's blocked by T254968. I refactored the code for extra languages a bit and it's easier to make a patch when I can base on that code.

I tried changing the spelling variant on the linked lexeme, but the language code is not recognised. Is that because the change is not yet deployed?
