I find this very doable since Special:Contributions already have some logic for external users, maybe just some changes broke it.

I didn't find a way to export logs so can't test, though the importer supports importing logs.
I think T187518 described a slightly different problem, and they tried a different course of action, though got reverted.
The subpage syntax of Special:Contributions is still broken, maybe we can/should loosen the title check on special pages' subpages?
