EditRecovery instrumentation

Description

We should track adoption of EditRecovery, both by logging when the dialog box prompts an editor[0], and by tracking preference enabling/disabling[1]. There is currently not a way to easily query total counts of enabled user preferences[2].

I don't know if I can test this locally or on beta. I will move it into Done. I guess we will see events being recorded on grafana when this is deployed.
