Professional Communication Consulting Services: Development & Execution/Implementation of a Public Education Campaign - Master Facilities Plan - Thunder Bay Public Library

Addendum One

Are the target audiences for the education campaign all external audiences? The RFQ states the target audiences will be confirmed with the creative brief but I wanted to check if there were any internal audiences as well e.g. Library staff, Library board.

Answer: The audiences are primarily external, but we (TBPL staff) will be sharing the education campaign with our staff for information purposes all the way along as well.

In the master plan there are three scenarios presented. Will the education campaign communicate all three scenarios or will one scenario be decided prior to launching the campaign?

Answer: The education campaign will focus on the benefits that a new central library will bring to the community.

Will there be any additional market research required prior to developing the communication strategy/campaign, or will all of the background information requirement be readily available at the start of the project?

Answer: We have done extensive research already for the master facilities plan / central library model and the NEED for more square footage of library space per capita - the survey results, Master Facilities Plan Business Case and testimonials from local non-profits and organizations (and more) will be made available to the successful agency.

Can the interested agency submit a cost range for the implementation phase, rather than a flat rate? The Phase 2 scope may be dependant on the final communication strategy.

Answer: Yes, a cost range for implementation, with the caveat that costs will not exceed the maximum cost range, will be acceptable.
