This user account is a pywiki-based bot operated by Mifter (talk).
It is not a sock puppet, but rather an automated or semi-automated account for making repetitive edits that would be extremely tedious to do manually.

MifterBot is a bot operated by Mifter. It is written in Python and its purpose is to check recently uploaded files to ensure they have a license tag. If it does not, the bot tags the file as such and notifies the uploader.
