Hello great Commons community,
On Commons we have a long standing policy saying that 4 votes are needed in order to pass a Request for adminship (RFA), but Commons has grown and grown and grown since we made that policy and I would believe it's starting to get outdated. For a example Stewards use a 4 votes consensus for small wikis with a small community and almost no users.
On Commons we have more than 1,000 uploads a day, 5,000,000 files here and many, many, many edits per day so I guess we could say that Commons is becoming a big wiki and we could use a larger consensus to ascertain adminship. I agree that adminship isn't a big deal and admin actions could be reverted easily but still we need to remember that we have a job to serve more than 700 wikis and nobody knows how much other MediaWiki installations use Commons as host for free media, so we need to be giving adminship to people that need it, but also don't give it away too easily.
I would like to propose to change our current policy:
- Promotion normally requires at least 75% in favour, with a minimum of 4 support votes. Votes from unregistered users are not counted. However, the closing bureaucrat has discretion in judging community consensus, and the decision will not necessarily be based on the raw numbers.

With this change we need to make sure that our rfa page is more visible so I would like to propose to add on our watchlist this:
This will make it more visible for the users who normally don't check the voting pages and makes sure all people can see the requests by just taking a look on their talkpage. It isn't that hard to translate either since it's only a few words. (This system is already used on the Dutch Wikipedia.)
