Source: News clip from Spanish public broadcaster, 0:20 onwards: "The mayor of Málaga, for his part, has been decorated with Medal of Pushkin. It is the first time that a Spaniard has received this cultural distinction, and it is for having opened in the Andalusian city a series of museums of Russian art". Vladimir Putin is mentioned in the title, earlier in the video, and very clearly seen awarding the medal to him.
