This is a title referenced in several WP articles on the Marquesses of Tweeddale. Cf e.g. George_Hay,_8th_Marquess_of_Tweeddale. The title also frequently appears in media references to the family. Despite this, there is very little coherent information about the title.
I'm aware that the article is quite "bare bone" but I wanted to get the topic started. I shall continue to search for more details in available sources, but I think it is sufficient as-is to warrant an inclusion. I published in draftspace to make sure some senior editors concurred.
