Kelvin Fan Sui Siong PPA(E) PPA(P) PBS (Chinese: 范瑞祥; pinyin: Fàn Ruìxiáng) is a Singaporean major-general who is currently serving as the Chief of Air Force.[1][2]

Education

In 1998, Fan was awarded the Singapore Armed Forces (SAF) Overseas Scholarship, and has a Master of Economics from Cambridge University and a Master of Arts in international and developmental economics from Yale University.[3]

In 2010, Fan graduated from the Air Command and Staff College. He awarded the Lee Kuan Yew Post-Graduate Scholarship in 2013, and graduated with a Master of Business Administration from Massachusetts Institute of Technology.[4]

Military career

Fan enlisted in the Singapore Armed Forces in 1998, and served as an air warfare officer in the Republic of Singapore Air Force.[2]

During his career in the military, Fan has held the appointments of Commanding Officer, 163 Squadron; Head, Air Plans; Head, Air Operations; Director of the Defence Policy Office; Commander, Air Defence and Operations Command; Chief of Staff (Air Staff); Chief of Staff (Joint Staff); and Chief Sustainability Officer.[2][3][4]

On 22 March 2024, Fan succeeded Kelvin Khong as the Chief of Air Force.[1][5] Prior to the appointment, Fan was Deputy Secretary (Policy) at the Ministry of Defence, overseeing policies related to defence, foreign diplomacy, national education, and strategic communications.[3][4]

Fan was promoted from the rank of brigadier-general to major-general on 1 July 2024.[6]

Personal life

Fan is married Yvonne Li and has three daughters.[3]
