They're certainly close, the former is opener by about 100 hz in my findings, this is enough for them to be distinct at least allophonically in a language. There may be an awful lot of free variation between the two in many languages. Cardinal [a] is significantly more open and front, by 200 hz and 300 hz, respectively. They're definitely three distinct phones and Lindsey doesn't deny that.
