Thank you for pointing out that proposed policy that was never brought to my attention before now (and I would have ignored it if it was imposed without input).That is a failed proposal. It was indeed a failed proposal in the past, but there was a second attempt since then, and as for now it's considered an "active proposal", see template:Notabilityguide.
