This image was previously licensed as non-free and is currently licensed as PD because of a date of 1900 in the file information. Based on the image source, and the caption on the image in the Joinerville, Texas article, the date the photo was taken is likely around October 1930. A 1930 photo would not be automatically PD, and there is no publication information provided to make any other determination. Reverting back to non-free is not feasible in my opinion as the image as used does not meet WP:NFCC#8. The NFUR for the image claims to be used for identification of the person, but that is not how the image is used. There is no sourced commentary about the image, and it does not add to a reader's understanding of the section on the oil well. This was previously at Wikipedia:Files for deletion/2013 February 5#File:Columbus Joiner 2.jpg which was no consensus. Editors involved in the FFD were User:Stefan2 and User:Elen of the Roads. User:The Quirky Kitty made the good-faith license change, and User:TheImaCow is interested in the file as a potential transfer to Commons if it is PD. Whpq (talk) 21:15, 7 January 2024 (UTC)[reply]

This image was converted from non-free to CC-BY 4.0 by User:Larrykoen based on this licensing statement. The EU is the copyright holder for their press release, but they are unlikely to be the copyrigh holder of this image from 1988 of a deceased Soviet dissident. Recommend reverting to non-free.
