The limitation contained in section 728 of the Department of Defense Appropriation Act, 1982, is increased to $8,000,000. The limitation contained in section 747 of the Department of Defense Appropriation Act, 1982, is increased to $31,000,000. Appropriations or funds available to the Department of Defense may be transferred to fiscal year 1982 Department of Defense appropriations for Research, development, test, and evaluation to the extent necessary to meet increased pay costs authorized by or pursuant to law. All obligations incurred in anticipation of the appropriations and authority provided in this Act by the Department of Defense for pay and allowances for military personnel are hereby ratified and confirmed if otherwise in accordance with the provisions of this Act. None of the funds available to the Department of Defense during the current fiscal year shall be used by the Secretary of a military department to purchase coal or coke from foreign nations for use at
