Transparency: Steward requests/Global permissions/2019-03#Global sysop for Tulsi Bhagat

Hello! Many thanks for putting your trust in me. To be honest, my activity is limited since I received GR. It's because of events and outreach i took part on (page is not up-to-date). Hopefully, I am active on various IRC channels and keep on monitoring xWiki for vandals, spam or LTAs. I've 0.65 xWikiness. I would like to request GS a bit to directly deal with spambots/xWikivandals/LTAs whenever they appears. I've read and understood the GS policy and information, and I assure you I will abide by it. Additionally, the timezone UTC+5:45 i am living in, will surely benefit. Also, I am experienced of using sysop toolkit being an admin here on Meta-Wiki, Wikimedia Commons, etc. I hope the community would give me chance to serve as a GS too.

PS, My name is Tulsi Bhagat, and I am not a cross-wiki abuse. Thank you for your consideration! Kind regards, — Tulsi Bhagat (contribs | talk) 09:32, 5 March 2020 (UTC)

Global IP block exempt for Ahecht

I often edit from a computer whose internet connection is routed through a private closed corporate proxy server to filter out viruses, malicious websites, and the like. Recently, this proxy server was changed from being hosted locally to being hosted by Amazon AWS, leading to me being caught by the block on 3.88.0.0/16. I have a long history of constructive edits to the English Wikipedia and Wikimedia Commons (as well as a small smattering of edits to Wikidata and some other language wikis). --Ahecht (TALK

I often use a VPN for security and privacy reasons. I'm a frequent editor mainly on the french and english Wikipedias and I always have to log off my VPN whenever I want to edit on Wikipedia, which is, to be honest, really annoying. It would help to have a permanent IP block exemption. thanks, --RafaelS1979 (talk) 11:04, 2 March 2020 (UTC)

Done --Martin Urbanec (talk) 18:57, 2 March 2020 (UTC)
Thanks, but I thought that by requesting here it would also be applied on Wikipedia, which from what I saw, doesn't work because I'm still blocked from editing on Wikipedia with a VPN. So from what I understand, I need to request the IP exemption on Wikipedia also?

Edit: I can edit with my VPN on french wiki but it doesn't work on the english wiki.

Global IP block exempt for FerdiBf

My IP is blocked and the alledged reason is "Open Proxy". I am an author in the German wikipedia with more than 18k edits and more than 400 articles. I have no idea, why this block applies to me. I am not aware of anything that I could have done wrong. It happens from time to time that I am blocked for a short while which is very annoying. A global exemption would be very helpful, thanks --FerdiBf (talk) 19:12, 3 March 2020 (UTC)

Not that I have any issue with granting you the exemption, but maybe you use a VPN or similar tool? Would you be willing to share the error message to stewards@wikimedia.org, so we can check the block was really placed correctly, and that you are, for some reason, indeed connecting via an open proxy? --Martin Urbanec (talk) 19:27, 3 March 2020 (UTC)

It basically says that I would use "open proxies", whatever this exactly may mean. I even don't know what I could change. This differs from an earlier message which proposed to ask for an exception and which had directed me to this page. That's the current status. Presently I cannot make any edits. Any hint what I could do would be highly appreciated.--FerdiBf (talk) 16:42, 7 March 2020 (UTC)
It worked fine for a few days but now the blocked status is back. Please help.--FerdiBf (talk) 18:38, 10 March 2020 (UTC)
There is a log of Vituzzu's rangeblock here. The WHOIS indicates this site is hosted at leaseweb.com, a web host. You are probably employing a VPN service (en:Avira) that is hosted at leaseweb. Somebody logging onto English Wikipedia through a web host would risk having their connection blocked under the en:WP:OP rules. Though I don't deal with VPNs very often, my guess is that the reputation of the VPN could make a difference. To avoid the block you can probably connect to Wikipedia directly, without using the VPN. Since Wikipedia access is encrypted, it protects you against some of the same issues as a VPN would. EdJohnston (talk) 00:07, 14 March 2020 (UTC)

Global rename for Xaosflux

Not ending before 9 March 2020 03:33 UTC
Hello all, I'm a bureaucrat, admin, and oversighter from enwiki and local meta-wiki oversighter and admin. I am familiar with the policy and am available to help with the rename queue. As a local oversighter, we occasionally get requests referring to the private rename system (generally declining with explanations) so being able to see the comments from Special:GlobalRenameRequests would be useful when processing such requests as well. Please let me know if you have any questions. Thank you for your consideration, — xaosflux Talk 03:33, 24 February 2020 (UTC)

Global rename for Nosebagbear

Not ending before 16 March 2020 15:20 UTC

Hi all, I'm an en-wiki Admin and an OTRS agent. Both of these provide some of my reasoning to requesting the user-right. Through my unblock request & UAA work in the former, there are cases where an otherwise resolved case can get snarled up and would be eased by having the right. While there are of course some routes around, with the usual inexperience of most requesting editors, it would be beneficial to be able to handle it myself. OTRS also has instances where it would be helpful to be able to process it myself, rather than needing to divert editors through another inbox I don't have access to. I'd also anticipate working the general renaming queue(s).

Please let me know if you have any questions. I don't currently have a language userbox (I'm purely a native English speaker), but would be happy to add one. Nosebagbear (talk) 15:20, 2 March 2020 (UTC)

Global rename for Chansey

The following request is closed. Please do not modify it. No further edits should be made to this discussion.
Not ending before 1 April 2020 19:09 UTC

Hello. I am Chansey from trwiki. First of all I am neither a sysop nor bureaucrat. I am a local patrol. I am a Turkish native speaker also I can speak English. I like to help users on my home wiki and I describe myself a vandalism fighter. I like to contribute for establishing a healthy project for good purpose and I believe Wikipedia can improve with mutual communication. I realized that no user is global renamer who is Turkish native speaker (only one native speaker steward on duty). I would like to be volunteer for helping users who request for renaming, especially Turkish speakers. I read policy several times and its soul is not so much different from our local policy. Yes, I know we are a developing wiki (but have too much potential), there is not so much request from us, however it will change. Trwiki is expanding. You might concern about my edit counter on meta but I believe I should edit my home wiki first for gain experience and I know the Wiki system, I am a good reader. So I want to serve as a volunteer to all Wikipedia users globally. I encourage myself. Thanks for your precious comments in advance. Regards. Chansey (talk) 19:09, 18 March 2020 (UTC)

  • Question Question: @Chansey: Hey, Nice to see your willingness to offer help with username changes, but before I make my mind could you please show me any experience/incidents which indicates that you are aware with the process of name change not just the policy. Also could you please link me local page that handle name changes on trwiki as I am unable to find one. ‐‐1997kB (talk) 05:55, 19 March 2020 (UTC)
Hi @1997kB:. After Single User Login finalisation, renaming authorization has been withdrawn from local bureaucrat in trwiki. You can see explanation page there but in Turkish. So, I can not show you my expericence about renaming, I could not rename. Actually no one can (maybe a steward who I said above or bureaucrats who were active before SUL finalisation). Only global renamers and stewards can rename users. For example an active trwiki user changed username here also some of them are (1, 2) pending. However I can show you as an evidence of my knowledge about usernames. It is trwiki local user block request page. I requested lots of block for inappropriate user name (in Turkish: Uygunsuz KA or KA politikasına aykırılık). For example 1, 2, 3, 4, 5, 6, 7, 8 etc, I can increase the numbers of my requests. I hope I could explain myself clearly... Thanks.Chansey (talk) 07:10, 19 March 2020 (UTC)
Thanks for the response, Chansey. I'm Neutral Neutral too as I see no involvement in areas where you having the right will help your work. ‐‐1997kB (talk) 12:13, 21 March 2020 (UTC)
Thanks for your comment @Aldnonymous:. As I said above i am not a sysop. However we are keeping in touch with all sysops (also CUs) via block request page and Telegram group. In fact, in trwiki we hardly ever handle block-rename-unblock processes. If i encounter any circumstamce like you mentioned, i would say a sysop to assist me. Regards. Chansey 10:49, 20 March 2020 (UTC)
I understand, but prefer to play it safe be really careful, the problem is, you don't have experience of doing any kind of election before this to show that you are truly trusted by the local community, especially the tr.wp community that you represent. There's also doubt I have because you never have the experience being a rename clerk. I won't oppose though, but at the same time I will not support. Thanks.--AldnonymousBicara? 11:40, 20 March 2020 (UTC)
  • Oppose Oppose while I would love to have an additional Turkish-speaker on the team, I would prefer it be someone with +sysop in that community as that is a demonstration of trust by the community where the permission would be used. TonyBallioni (talk) 13:28, 21 March 2020 (UTC)
  • Oppose Oppose Per all the above. I am not particular concerned the user is a sysop but there seems to be not too much experienced in the relevant local venue. Lack of demonstrated need. Camouflaged Mirage (talk) 16:26, 21 March 2020 (UTC)
  • Support Support Chansey has been one of the most active editors of Turkish Wikipedia for years. A few years ago, he put his candidacy for adminship on Turkish Wikipedia, but it was decided that the necessary consensus wasn't achieved as a result of the first bureaucrat discussion in this wiki. On the other hand, I think he will help as much as possible to requests from Turkish and Azerbaijani Wikipedia. Because Turkish Wikipedia is one of the wikis with the most users and there are accounts that are blocked every day due to inappropriate username according to the policies. These accounts make requests for change the account name from admins or OTRS Turkish. So we direct them to Meta-Wiki. However, they can't make a request because they can't speak English or don't know the rules here. Therefore, I believe that a user whose native language is Turkish will solve these problems. --Uğurkenttalk 10:34, 23 March 2020 (UTC)
  • Support Support Since a local sysop stated such strong support above, my oppose seems unfounded. Support per Uğurkent.Camouflaged Mirage (talk) 10:55, 23 March 2020 (UTC)
  • Support Support per Uğurkent.--Turkmen talk 15:32, 23 March 2020 (UTC)
  • Support Support, if Uğurkent and Turkmen trust this user, Then I think this user is fine for the task.--AldnonymousBicara? 21:09, 23 March 2020 (UTC)
  • Oppose Oppose Well sorry but I can't support a candidate who failed 3 RfAs, which indicates that local community doesn't trust them. Thus niether I see local community trusted nor they have experience of some kind in this area, so I have switched neutral to oppose. ‐‐1997kB (talk) 02:38, 24 March 2020 (UTC)
  • Oppose Oppose I cannot support this application at this point in time, per 1997kb. ~riley (talk) 02:54, 24 March 2020 (UTC)
  • Oppose Oppose lack of apparent home-wiki community trust is a deal-breaker for me, especially absent any experience in rename-related areas. – Ajraddatz (talk) 20:45, 24 March 2020 (UTC)
  • Thanks for everyone who commented here. I understood what you (community) expect and it is a great experience for me. I will be here again after i prepare myself. Equality is good :) So I am withdrawing the request. Best regards. Chansey 21:08, 24 March 2020 (UTC)

Request for CAPTCHA-exempt for FNAFPUPPETMASTER

I'd like to get this permission so that I may use tools such as TwinkleGlobal on pages, as I was CSDing a page and it was stopped as it needed a captcha., thanks, --FNAFPUPPETMASTER (talk) 21:52, 6 March 2020 (UTC)

Why are you blocked in English Wikipedia? Ruslik (talk) 12:28, 7 March 2020 (UTC)
Captcha-exempt is not mean to to be "global autoconfirm" - you should be able to use those scripts on any project you are even a casual editor of. — xaosflux Talk 14:40, 7 March 2020 (UTC)
@FNAFPUPPETMASTER: can you answer the above points? Thanks.--Camouflaged Mirage (talk) 06:32, 8 March 2020 (UTC)
@Ruslik0, Xaosflux, and Camouflaged Mirage: Sorry, I was busy with some things today, so I didn't get around to it. I am blocked on enwiki because I was immature a couple of years ago, and wanted to be sock-blocked, so I got blocked, then attempted to make more bad changes on a sock, but then I was reformed and after 7 or so months, I called myself out and opened a spi against myself. Second, I'm part of the small-wiki monitoring team, so I may make some changes on a wiki I had never been on, most likely {{speedy}}ing blatant vandalism that blanks the page. FNAFPUPPETMASTER (talk) 06:59, 8 March 2020 (UTC)
@FNAFPUPPETMASTER: What project captcha you had problem with? And you are indef as a vandalism only account, so your account doesn't tally up. Can you explain more?--Camouflaged Mirage (talk) 15:22, 8 March 2020 (UTC)
"Vandalism that blanks the" page - that wouldn't normally need speedy deletion, it would need undo or rollback. — xaosflux Talk 16:21, 8 March 2020 (UTC)
@Xaosflux: By that, I mean new page creations, I usually blank those to hide vandalism if they are blatant vandalism. And @Camouflaged Mirage:, like I said before, I made only vandalistic changes to be blocked, so I could be sockblocked in the future, I belive. FNAFPUPPETMASTER (talk) 18:57, 8 March 2020 (UTC)
Also, the project was w:dty:, It was to my own usertalk, so I assume that I cannot do it to other articles. FNAFPUPPETMASTER (talk) 19:02, 8 March 2020 (UTC)
Fair enough, but I don't think they need this right. There is need but not that much that they can't type a CAPTCHA.--Camouflaged Mirage (talk) 08:13, 9 March 2020 (UTC)
I also do not think the right is needed. FNAFPUPPETMASTER, you can create you account in all the wikis, in all but a few of them you will automatically become autoconfirmed in 4 days (only some wikis including Meta also have some number of edits threshold) and from then on you will not need to deal with CAPTCHA. --Base (talk) 12:59, 9 March 2020 (UTC)
I've withdrawn my request due to just being able to do it manually, with the captcha; as well as using Krinkle's Global SUL tool to make an account on every wiki. That way i'll get autoconfirmed in a couple days. FNAFPUPPETMASTER (talk) 14:36, 9 March 2020 (UTC)

API high limit requestors for DannyS712

The following request is closed. Please do not modify it. No further edits should be made to this discussion.

Hi. I'd like to request global API high limit requestors rights. Since the documentation for this right is fairly brief, I'll explain what it does: it grants the user apihighlimits, which allows querying for more data at once via the api. I do a lot of queries via the api, both in the course of my normal editing and when troubleshooting my bots, and this will simply make things easier for me. The sole way it can be abused that I see (not posting per BEANS) does not apply to me. It is already included in the global sysops and global bots groups (among others) and generally bundled with sysop and bot access. It does not grant any extra editing powers or on-wiki functionality, but rather makes api queries easier by increasing the maximum batch size. I'm happy to answer any questions. Since there is no established policy that I could find regarding access to this right, there is no "not ending before ___" included at the top of this request, but it is not urgent. Thanks, --DannyS712 (talk) 19:29, 10 March 2020 (UTC)

@DannyS712: What you need to run the API queries on? Can it be run on / via mediawiki where you are a sysop? If it's so sensitive per BEANS feel free to drop me an email. Regards,--Camouflaged Mirage (talk) 10:18, 11 March 2020 (UTC)
Eg querying lint errors or searching in ways that the GUI doesn't support. While I am a sysop on a few sites, as far as I know apihighlimits does not work cross-domain, so no, this cannot be done from those wikis to query others. (The BEANS think is a way to abuse the right, and it doesn't apply to me). Does this answer your question? --DannyS712 (talk) 10:20, 11 March 2020 (UTC)
@DannyS712: Oh okay, sort of get it. You are not considering a bot account for those queries? --Camouflaged Mirage (talk) 10:21, 11 March 2020 (UTC)
No, since I don't need the rights for editing, and it doesn't make sense to switch accounts, make the query, and then switch back to my account to use the results. --DannyS712 (talk) 10:22, 11 March 2020 (UTC)
Support Support Then. I guess will be temp access?--Camouflaged Mirage (talk) 10:23, 11 March 2020 (UTC)
Um, this isn't a temporary use (I guess eventually I'll stop editing as much, but I don't plan on that being any time soon) - each query is only run a few times, but I was hoping for this to be permanent (I know, uncharted territory, no established policy, ... :( ) --DannyS712 (talk) 10:25, 11 March 2020 (UTC)
@DannyS712: is the information you want to query about not available from a database dump? — xaosflux Talk 13:41, 11 March 2020 (UTC)
No, it isn't --DannyS712 (talk) 15:54, 11 March 2020 (UTC)

Global abuse filter helper for CptViraj

The following request is closed. Please do not modify it. No further edits should be made to this discussion.

Hii, I'm active in dealing with spambots, I report them to SRG frequently. I use Special:AbuseLog to track them. There are some private spambot abuse filters on some wikis and some are global. With GAFH I will be able to see details of private abuselog. This is will definitely assist me in tracking spambots and reporting them to stews. Thankyou. -- CptViraj (📧) 08:51, 18 March 2020 (UTC)

Even without this right you can still use Special:AbuseLog to track vandalism. Do you have any experience working with abuse filters? --DannyS712 (talk) 20:30, 18 March 2020 (UTC)
Sometimes abuse filters track non-spambots, so with detailed log entry I can make sure that I'm reporting the correct account. I don't have any experience in managing abuse filters but GAFH doesn't have any right to modify filters, it just gives right to view private filters and private log entries. -- CptViraj (📧) 03:14, 19 March 2020 (UTC)
If the abuse filter didn't stop the edit, you can see the diff. So is this to track and report vandals that were not able to successfully save edits? --DannyS712 (talk) 03:15, 19 March 2020 (UTC)
Yes. -- CptViraj (📧) 03:20, 19 March 2020 (UTC)

Granted This request has been received for about a week more than usual. As a result, there are valid concerns, and there is rough consensus for granting. — The preceding unsigned comment was added by Sotiale (talk) 11:43, 29 March 2020 (UTC)
